Whitney Road Anchorage, AK 995 Subject: Lot 2, DeArmoun Subdivision Approval for the individual sewer and water facilities cannot be granted until the following items have been completed: A well log submitted to this office for our files and review. ° The top of the well casing should be sealed so that it is water tight. ° The septic tank pumped with a receipt submitted to this department. The total number of gallons pumped needs to be on the receipt and verified by a registered engineer as to the actual number of gallons pumped. This is to verify the size of the septic tank. ° Expose the septic tank manhole to verify its existence. ° Locate and expose the cleanout to the seepage pit and/or leaching area for our inspection. This is to insure the minimum distance requirements are met between the well and sewer system. ° An adequacy test needs to be performed on the existing leaching area. This test will determine if the system is adequate according to tlational Standards. A listing of \ private firms performing the test is enclosed. This report. needs to be submitted to this office for our review. r i. Roberts Assistant Environmental Specialist Department of Health and Environmental Protection 825 'L' Street Anchorage, Alaska 99501 Re: Approval of individual water and sewer facilities for Lot 2, DeArmoun Subdivision. Dear Mr. Roberts: This report is in reference to a letter from your office dated August 23, 1983 to Bob and Laverne Hodge. Eight items were necessary to receive approval for the water and sewer facilities. Arctic Engineers inspected the facilities and procured necessary information to yield the following results: 1) The well log is included with this report. 2) The top of the well casing has been properly sealed so it is water tight. 3) The septic tank was pumped after the adequacy test was conducted. Approx- imately 800 gallons of sewage was extracted. It is the opinion of the pump operator and the on-site inspector that the tank volume is approximately 1000 gallons. 4) The septic tank existence was verified in the field by the inspector and pump truck operator. 5) The seepage pit and/or leaching area cleanout was exposed for the adequacy test. The distance requirement for the well is addressed in item 7. 6) An adequacy test was performed and is included with this report. The system is adequate to meet Municipal Standards. 7) The well was inspected and the following items were found to be in compliance with Municipal Standards: a) Casing extends 12" above ground. b) Ground surface around the well is sloped away from the well. c) Well cap is properly sealed. d) All wiring is in electrical conduit. e) Water analysis for total coliform is satisfactory. Test results are included. f) Distances from the septic system are marginal. The well was found to be 109' from the septic tank. The leach field is 98' from the well. This is 2' short of the requirement and a waiver is requested for this item. 8) The well presently serves more than one dwelling. A waiver from the ADEC is uhobtainable:due to'-the:.distance-tn-:the=seepage area.:: An'.alternative to system improvements or the ADEC waiver is to evict the person in the one-bedrrom studio apartment. Hodge 2 -bedroom house, 1 -bedroom studio, total 3 -bedrooms On -Site Well Tank: Unknown Absorption System: Unknown Absorption Area: Unknown Approval Date: Unknown September 1, 1983 PROCEDURE: The adequacy test was started at 11:00 a.m.. No record of the existing system was available. We were unable to contact the original owner and system installer in Washington State. Two standpipes were located near the studio apartment. The toilet was flushed while observing the septic tank to verify tank location. Water from a tank truck was dumped into the leach field or crib in 100 gallon increments with liquid rise in the standpipe measured after each increment. ARCTIC ENGINEERS, INC. Hodge Adequacy Test 83-013-26 -2- W PROCEDURE: %lien 700 gallons had been added, a minimal rise was noted (cont'd) with no backwash into the septic tank. At that time, addition of water was halted and the septic tank was pumped. The calculated rate of rise in the pipe was 350 gallons per inch. Absorption monitoring was not carried out due to the small rise. The liquid level decreased to its original level within five minutes after filling with water. No ground seepage or other outlets were located. RESULTS: The daily absorption capacity of 450 gallons per day required by the Municipality was exceeded by a factor of 1.55 without any appreciable rise in the liquid level. The soil absorption system meets Municipality of Anchorage requirements. COMMENTS: Excessive solids were noted in the seepage pit. A number of possible reasons exist for this but not knowing the type of system, limits them to speculation.
