IIY O~ ANCHU~AOF: ENVII~'~:NT,'~ SI~RVIC;E$ OIVI$1ON The purpose of this letter is to provide the required design narrative in support of our application for a permit to upgrade the wastewater disposal facilities on Lot 2 of Random Heights S/D, located at 12570 Toilsome Hill Drive. Soils logs, pert test results, a site plan, design drawings and specifications as well as a signed property owner maintenance agreement are enclosed for your review. The proposed system includes a "Reactex" pre-treatment unit as well as an up-flow filter preceding the residual disposal bed. The purpose of this upgrade is to replace an existing "undocumented" septic tank and seepage pit system so that a HAA certificate can be issued allowing the house to be sold. We are also requesting a separation distance waiver allowing the tank(s) to be installed as close as 85 feet instead of the normally required 100-foot protective radius surrounding the well. A $625 waiver review fee is being paid as well as the $320 septic upgrade pernfit fee. The 1500 gallon Recirculating Trickle Filter ("Reactex") unit and the up-flow filter will be fabricated and installed in accordance with the standard approved design and specifications of Orenco and Anchorage Tank. The proposed residual disposal bed will be outside the 100-foot well radius and will be constructed by modifying and utilizing two existing seepage pits in the vicinity of test hole #1. As can be seen from the soil log, the native material between 2.5 and 8 feet is fracturecl rock with a measured pert rate of 2 minutes per inch. Using guidelines established by your office, the soil application rate for effluent from this type of advanced treatment unit into soils with this measured perc rate is 4-gpd/sq. ft. Since the maximum bedroom rating that your office is willing to approve for this residence is 3, the minimum required residual disposal area is (3 x 150)/4 = 113 square feet. The proposed 8-foot wide by 23 foot long soil absorption bed design has a total absorption area of 184 square feet. As we have discussed earlier, the design of the residual disposal bed includes a 2-foot wide filter sand buffer surrounding the absorption bed and extending to a depth of 2 feet below the bottom of the sewer gravel. This is to prevent possible short-circuiting of effluent into fractured bedrock should ponding occur. The topography of the lot in the area of the proposed constraction has been artificially modified from the original topography which sloped downwards towards the southwest at approximately 40%. As is illustrated on the soils log and site plan, the present topography in the area of the proposed construction is a level bench ranging in width fi'om 30 to 50 feet. On the downhill side of the bench, the fill slope drops off at 70% until it meets the natural topography. The edge of the sewer gravel in the residual absorption bed will be 10 feet in from the break in slope. As is illustrated on the cross-section drawing, a line projected downwards at 25% from the edge of the sewer gravel at the elevation of the invert of the distribution pipe intersects the present slope at a distance of a little over 22 feet fi'om the edge of the sewer gravel. Thus, an exception is requested from the normally required 50-foot separation distance to slopes exceeding 25% in this case. A couple of factors support granting this exception. First, since the effluent from the "Reactex" unit is expected to have very low suspended solids, it will be much less likely than normal septic tank effluent to form a clogging mat leading to lateral migration. Secondly, the existing seepage pits have operated for over 15 years without evidence of effluent daylighting through the side of the existing fill slopes. Due to steep slopes and/or shallow bedrock there is no practical site to install the "Reactex" unit outside the 100-foot radius surrounding the existing well, so we are requesting a waiver allowing the tank(s) to be located as close as 85 feet from the well. These distances are comparable to those of the present substandard wastewater disposal system that we are seeking to upgrade. Please refer to the enclosed site plan that illustrates the proposed configuration. To assist in your evaluation of the waiver request I am enclosing a driller's log for the deepening of the subject well in 1970 from 218 to 365 feet as well as a driller's log for the well on Lot 4 of Random Heights. On September 1, 1999 1 conducted a yield test of the well. Immediately prior to the start of the test the static water level stood at 49 feet below the top of the casing. I pumped a total of 875 gallons of water fi'om the well over a 4-hour period. When the water level was drawn down to the vicinity of 300 feet I measured the recovery rate to be 1.4 gp~n. A water sample collected on 7/27/99 showed 3.24 mg/l of nitrate-N, and a second sample collected on 9/1/99 showed 0 coliform or other bacteria. The fact that there is no indication of bacterial contamination or significantly elevated nitrate levels (even aPrer years of use of the existing substandard system) supports the granting of the requested waiver. The well is located inside the garage. Although the well casing extends only 2 ~A inches above the level of the concrete slab, I recommend that the casing height be approved as-is since there is no possibility of surface water ever being able to flood into the top of the casing. The ground elevation at the well and at the site of the wastewater disposal system is the same, meaning there is no possibility of effluent from a leaking tank flowing in the direction of the well, even if the well wasn't located inside the structure. Following is a breakdown of how waiver analysis points could be assigned using DEC's 1985 "Separation Distance Waiver Guidelines for SCRO": Category Points Distance to water table (49' - 9' = 40') Soil sorption (fractured rock) Permeability (fractured rock) Water table gradient (assume level between tank and well) Horizontal separation (85 feet) Total 5.0 1 0.9 2.9 2.4 12.2 Based on this point assignment, coupled with the mitigating factors discussed above, it appears that the requested waiver can be safely granted without undue concerns as to potential contamination of the well from a leaking tank. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any significant impact on reserved space-surface and subsurface, or on drainage. DATE: Septembe_r_7~.1999 Flattop Technical Services 14530 Echo Street, Anchorage, AK 99516 Phono (907) 345-1355 Lot 2, Random Heights S/D 12570 Toilsome Hill Drive "Reactex" wastewater disposal system installation Specifications 1.0 General: 1.1 The scope of the project consists of abandonment of an existing septic tank and installation ora new "Reactex" advanced wastewater treatment milt followed by an up-flow filter which discharges into an 8-foot wide by 23-foot long soil absorption bed constructed in the same location as two existing seepage pits. 1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations fi'om these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn re'cas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Recirculating Septic Tank with Triclde Filter" ("Reactex") Tank 2.1 The existing septic tank must be properly abandoned by thoroughly pumping, removing the top and backfilling with soil. 2.2 The new 1500 gallon, "Reactex" tank shall be Municipally approved and shall be set level on undisturbed soil. Anchorage Tank and Orenco, Inc shall fabricate the tank and components. Installation shall be in accordance with the installation maoual supplied by Anchorage Tank and Welding, Inc. All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of I/4'" per foot. 2.3 The contractor shall be responsible to obtain the necessary Municipal electric permit and inspection, and shall provide a copy of the electrical inspector's report to the engineer overseeing the construction of the wastewater disposal system. 2.4 The on, off, and alarm floats shall be set at the elevations specified by the lift station supplier, and their proper operations along with that of the timer(s) shall be verified by the contractor. 3.0 Upflow Filter: 3.1 The Up-flow filter shall be a Municipally approved Up-flow unit as fabricated by Anchorage Tank. 3.2 The contractor shall assemble and install the components as specified by Anchorage Tank. 4.0 Residual soil absorption bed: 4.1 The soil absorption system shall be constructed by cleaning out, enlarging and connecting two existing seepage pits of unknown dimensions. The existing pits are known to extend approximately 9.5 feet below ground level. 4.2 The existing seepage pits shall first be pumped to remove all liquid septic tank effluent. Next, the top of each pit shall be removed and the rings and backfill material excavated to re-expose the surface of the native in-situ material. Any excavated material that has been contaminated with septic tank effluent shall be either buried on site outside the 100-foot radius of the well or trucked off-site for proper disposal. The pits shall then be widened if necessary and connected to a depth of no less than 7 feet below original ground level to create an open pit at least 8 feet wide by 23 feet long. Starting no shallower than 5 feet below ground level the sidewalls of the pit shall be expanded at least 2 feet in every direction to result in the tipper portion of the pit having dimensions of at least 12 feet wide by 27 feet long. 4.3 A minimum of 4 feet of approved filter sand (available from Quality Sand and Gravel with < 2% passing the #100 sieve) shall be placed in the bottom of the excavation and compacted to create a level sm'face at a depth of 3 feet below original ground level. On this surface a 12 inch high temporary vertical barrier with horizontal dimensions of 8 feet by 23 feet shall be constructed of plywood or other material to separate the sewer gravel from a 2-foot wide surrounding buffer of filter sand. This barrier shall be removed prior to backfill after the remainder of the filter sand and the sewer gravel is in place. 4.4 A total of 12 inches of clean washed sewer gravel shall be placed inside the 8' by 23' barrier. Two 20-foot long runs of 4" diameter perforated distribution pipe spaced 4 feet apart shall be installed level in the sewer gravel level such that the pipe inverts are no less than 0.5 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 4.5 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. Two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to filter fabric. A minimum of 2 feet of soil cover is to be placed over the filter fabric and insulation. 4.6 The top surface of the cover material shall be raised a minimum of 3 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 4.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed to promote rapid revegetation of all areas disturbed by the construction. 5.0 Inspections: 5.1 A minimum of 5 engineering inspections will be required during the course of the residual disposal bed construction project: (I) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) at, er the existing seepage pits have been cleaned out, enlarged and connected (3) after the sand filter material has been placed, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the up-flow filter tank, but prior to placement of insulation or filter fabric, and (5) after rough backfill and grading is complete. The "Reactex" and up-flow filter tanks require periodic inspections as tbey are being assembled. These inspections may be incorporated with any of the above bed inspections. 5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. Random lleights, L2 Dear Ms. Barnum: Per your request we evaluated the well and septic system which serve your property. Our findings are summarized as follows: A. WELL: On the day ofmy inspection (3/5/01) the static level was 51 feet below the top of the casing (BTC). Due to the fact that the electrical conduit was connected into the top of the well casing, it was not possible to easily remove the sanitary seal; therefore, we opted to use a line probe, rather than an acoustic probe (which would require removal of the sanitary seal) to measure the water level in the well. Water was pumped from the well at an average rate of 5.5 for the first 71 minutes of the well test (396 gallons), during which time the water level in the casing dropped approximately 199 feet. It is estimated that approximately 300 gallons of the water produced was from storage in the casing, and not actual well production. In short, only about 96 gallons was actual production. The well test was continued for an additional 25 minutes, during which time an additional 100 gallons was pumped. We were unable to get water level readings below 250 feet with the static line probe because it was getting snagged on something inside the well casing (possibly well wires, piping,??). Problems taking readings with a cable type well sounder, in deep wells, are common and not a cause for concern. In short, we pumped a total of approximately 500 gallons in 96 minutes, with the well being drawn down to some level below 250 feet. We returned to the property twenty and one-half (20.5) hours later and the water level in thc casing was 67 feet below the top of the casing. This is within 16 feet of where it was prior to performing the pumping test. During the recovery period it is our understanding that 3 people were residing in the house at that the following water usage's occurred as a minimum: · Three showers were taken · The dishwasher was run through 1 cycle · Two loads of laundry were done. · Typical usage oftoilets and sinks. 6901 Debarr Road, Suite 2-B * Anchorage, Alaska 99504 Ph: (907) 337-6179 * Fax: (907) 338-3246 * Website: akwwe.com Based upon this usage, it is reasonable to assume that at least 150 gallons was pumped from the well during the recovery period. In spite ofthis usage the well recovered almost back to where it was prior to pumping 500 gallons from it. This is confirmation that the well exceeds the MOA flow requirements for a 3 bedroom residence (450 gallons per day). It should be noted that this is typically the most conservative time of year to perform a well flow test and it is reasonable to assume that production will be higher throughout the rest of the year, however, this cannot be guaranteed. B. WATER QUALITY: Water samples were taken on 3/5/01. Once lhe results are back from the lab we will forward them to you. C. SEPTIC SYSTEM ADEQUACY: The septic system installed on this property is an alternative technology system referred to as a "Reactex" unit. The system is designed to produce a high quality effluent that is Iow in BOD (biochemical oxygen demand), suspended solids, and nitrates. It is believed that this high quality effluent will allow for an indefinite drainfield life. In short, it is anticipated that progressive drainfield failure will not occur. Although AWWC, Inc. did not design the system on this property we have designed and overseen the installation of approximately 35 Reactex type systems (including the early prototypes), the first being installed in July of 1996.. Actual field testing on these systems has proven them to be excellent performers and the technology received full approval by the Municipality of Anchorage in the summer of 2000. It is my opinion that the Reactex systems are one of the most reliable, consistent performing, alternative technology septic systems available. On the day of the test the drainfield was completely dry. After the introduction of 500 gallons directly into the drainfield it was still dry. In short, the absorption rate exceeds the MOA requirements for a 3 bedroom house (450 gallons per day). D. SEPTIC SYSTEM MAINTENANCE CONTRACT: Attached is a copy of the septic system inspection/maintenance records from A+ Home Services. The last date the system was inspected was on January 9, 2001. The new property owner should arrange for quarterly inspections with A+ Home Services (345-1890). I believe their annual fee as around $250.00. E.
