Box 19-6650 Anchorage, AK 99519 Re: Septic Upgrade Permit Request-L1Bl Harold Miller S/d Dear Dan: In response to your "pink sheet" comments on my design submitted 9/13/2001, please accept the following: (I) I am requesting a waiver to the normally required 10-foot separation between drainfields down to 5 feet for the following reasons. There is a relatively narrow zone of optimal soils on this lot between the Iow-lying land to the west with a water table at 9-feet as shown on test hole #1 and deep fill material to the east as shown on test hole #2. The reason I proposed putting the two drainfields only 5 feet apart was to best utilize that zone ofoptimum soils. My rationale for concluding that that separation will not pose a design or operational problem is that the gravel depth under the distribution pipe is only 0.5 feet and the primary absorption direction is downward, whereas the code was written to cover deep trenches with up to 5.0 feet ofgravel under the distribution pipe where the primary absorption direction is lateral. With lateral absorption separation distance between trenches is more ora concern. With downward absorption premature formation ora clogging mat on the bottom is more ora concern, and for that reason I specified placement of 12 inches of filter sand under the sewer gravel. (2) The 9.0-foot depth to water in test hole #1 was observed at the toe of the slope during excavation. The monitor tube is midway along the length of the test hole where the ground elevation is several feet higher, so in my opinion the 12.8 feet depth to groundwater reflects the actual groundwater situation at that location. I have deliberately kept the lower drainfield up from the toe ofthe slope near the location of the monitor tube, so I feel 12.8 feet is the relevant depth to groundwater in that location. The depth to the bottom ofthe sewer gravel on the uphill side of the drainfield is (4.0 feet + 5' x 0.25%) = 5.25 feet, which is approximately 7.5 feet vertical separation to groundwater. (3) I am attaching another copy of the site plan on which I have included the called-out dimensions you requested. I do this somewhat reluctantly because I feel it unnecessarily clutters up the drawing and is not called for in the code. Ifthe code were slavishly interpreted to mean that all "measured distances" called for must be "dimensioned" instead of"drawn to scale" the s~te plan would become an almost unreadable forest ofnumbers meaning little or nothing. Box 19-6650 Anchorage, AK 995 ! 9 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to upgrade the wastewater disposal facilities on Lot I, Block I, Harold Miller S/D. Soils logs, pert test results, a site plan, design drawings and specifications are enclosed for your review. The proposed system will be constructed in the vicinity oftest hole #1. As can be seen from the soil log, the native material between 3.75 feet and 9 feet below ground level is a some&hat silty gravelly sand with a measured pere rate of I minute per inch. Using the soil application rate of 1.12 gpd/sq, ft. specified in the wastewater ordinance, this 4-bedroom residence requires a total absorption area of(4 x 150)/1.2 = 500 square feet. The proposed 100-foot long by 5-foot wide drainfleld design has a total absorption area of S00 square feet. In an effort to enhance the longevity of the system, the design includes the placement of 12 inches &coarse MOA ISF filter sand in the bottom of the drainfield under the sewer gravel, to promote better filtration of septic tank effluent before it encounters native soil. The topography of the lot in the area of proposed construction is near the toe ora 25% slope downwards towards the west. In the area oftest hole #2, further up the slope, 8 feet of miscellaneous fill material was encountered above the original soil, indicating that the original natural slope was significantly less steep than it is at present. Water seeps were encountered at the 9-foot depth at the west end of test hole #1, near the toe of the slope where moisture passing downward through the gravelly sand encountered a tighter horizontal silt layer. The fact that the water level stabilized at 12.8 feet in the monitor tube located midway along the east-west length ofthe test hole indicates that the upper portion of the underlying ML lens in that area is not impermeable. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will {t have any significant impact on reserved space-surface and subsurface, or on drainage. DATE: q:fat top tI'eciinica£ $ervices 14530 ~e[io Street, .~nc[ioratle, .~.99516 ct'~one (907) $45-1355 Lot 1, Block 1, Harold Miller S/I) 12550 Hillside Drive Wastewater disposal system installation Specifications 1.0 General: 1.1 The scope ofthe project consists of abandonment of an existing log crib and installation ora 1250-gallon septic tank that discharges effluent into a 100-foot long by S-foot wide soil absorption drainfield containing a total of 12 inches of sewer gravel underlain by 12 inches of MOA filter sand. 1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. Prior to start of construction, the homeowner shall arrange with a surveyor to locate and mark the three property corners in the southwestern portion of the lot 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2. I The existing log crib seepage pit which is not to be retained in service must be properly abandoned by thoroughly pumping, removing the top and backfilling with soil. 2.2 The new 1250-gallon, 2 compartment septic tank shall be Municipally approved and shall be set level on undisturbed soil outside the 100 foot radius from the well. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. Ifthe tank is buried less than 4 feet, it shall be insulated with 2 inches ofapproved burial type, rigid insulation. 2.3 All pipe connections to the tank shall be equipped with waterproofmechanieal couplings. The waste line from the residence to the septic tank shall have a minimum slope of !/4'" per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of !/8" per foot. A cleanout shall be installed within 5 feet ofthe building foundation, and a double cleanout shall be installed within 5 feet downstream ofthe septic tank. Another cleanout shall be installed in the waste line approximately 75 feet downstream ofthe double cleanout. 3.0 Soil absorption system: 3. I The soil absorption system shall be constructed by excavating two 5-foot wide trenches spaced 5 feet apart and with a total length of 100 feet. The long axes of the trenches shall parallel natural contours of the original ground. 3.2 The bottom of the excavations shall be 5 feet below original ground level on the downhill side of the trench. Any compacted or smeared surfaces shall be raked to encourage proper infiltration. A total of 12 inches of coarse MOA ISF filter sand shall be placed in the bottom of the excavations and compacted prior to placement of the sewer gravel. 3.3 A total of 1.0 feet of approved sewer gravel shall be placed in the bottom ofthe excavation with 4-inch diameter ASTM F-810 perforated distribution pipes laid level such that the pipe inverts are no less than 0.5 feet above the bottom of the sewer gravel. The 4-inch diameter ASTM D-3034 line connecting the two drainfields shall contain a 6-inch "bump" as it exits the upper drainfield. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet, two inches of figid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the filter fabric. 3.6 The top surface of the cover material shall be raised a minimum ot'6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 3.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed to promote rapid revegetation ofall areas disturbed by the construction. 4.0 Inspections: 4.1 A minimum ofS engineering inspections will be required during the course ofthe project: (1) initial stakeout with the contractor to establish the location ofthe system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the fight elevation, and conforms with the soil test information, (3) after the sand filter material has been placed, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after rough backfill and grading is complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 4.2 The installer shall coordinate the timing ofthe inspections with the engineer sufficiently far in advance to ensure the availability ofthe engineer.
