( I hope.) Mr. Yackley was transferred to Wisconsin this fall and Mrs. Yackley remained to sell their home. Please note that the septic stand pipe in the south utility easement will be moved when the septic is updated/repaired this spring. The fmal straw in a series of problems and delays is that Mr. Yackley just had a heart attack. Mrs. Yackley had to leave unexpectedly to care for him. I will be the main point of contact for this little project. They have a son here in Alaska that has Mrs. Yackley's P.O.A. We will deal with Mr. Yackleys signature when the time comes. The plan is for the son to get his father's P.O.A ( currently he is in the hospital.) If there is any further information that you need, please contact me and I will respond ASAP. The Scimitar subdivision is well documented with dry wells and nitrate contaminated wells. Recently, additional wells have lost water and may remain dry permanently. Some of the homes just have seasonal difficulties. Most responsible, knowledgeable drillers do not recommend drilling new wells in Scimitar. Drilling a new well would be only as a last resort if you are unable to approve this request. The cost of a new well and new/upgraded septic will cost in excess of Yackley's equity in the home they bought in 1985.. This well has just been flow tested at 4 gallons per minute and has a history of continuous production at similar levels. The vacation of a circle_ one foot in diameter surrounding the well would be greatly appreciated. It is unfortunate that the rules which were in place when the home was bought are no longer aceptable to lender's. When they signed a hold harmless letter at closing, the as -built did not even show the septic stand pipes in the easement.( Copy attached of 1985 as -built.) Box 522 Chugiak, AK 99567 Re: -Subsurface Soil invbs-tigation Scimitar Subdivision, Knit No. 3 Dear�Ih r—P3atzek: We feel that doina a subsurface soil investigation for the above -referenced project is not necessary at this time. We have two reasons for this: 1. Our knowledge of the soils in the general vicinity of the project indicates that the soils will probably be free -draining sands and gravels throughout the project. This is further verified by the test pits dug by others on adjacent pro- perty (see enclosed Appendix A), 2. Mr. Rolf Strickland of the Municipality of Anch- orage, Department of Environmental Protection and Public Health, feels preliminary soils information will not be necessary for review of the plat b_v his office because of the aeneral knowledge they have of the soils in the vicinity. We do recommend that prior to the filing of the plat, or road construction, that some soils work be done. This work could probably be most economically done if you were to hire a track mounted backhoe, that could get around on the site, to dig about ten test pits 10 feet to 15 feet deep throughout the site. These test pits should be properly logged by a competent geologist, soils technician, or soils engineer, with representative samples taken at five-foot intervals, and in all soil strata. In addition to field classification, we recommend that all samples be again classified in the laboratory, their moisture content and dry strength determined and mechanical analyses performed on representative, composite samples. We feel that laboratory work is necessaky to verify the visual work previously done in the area by others --no such tests were performed on the samples from the enclosed test pit logs. S46� 2 14�A I i f Mr. William Platzek -2- March 30, 1377 This exploration would have three main functions: 1. Look -for shallow bedrock that might make adequate subsurface drainage difficult. 2. Check for the presence of any high ground water' - possibly trapped by bedrock. 3. Verify the course -grained, free -draining, nature of the site soils. The test pits should be located in the.field by the geologist logging the test pits to best identify the areas of poten- tially shallow bedrock --probably our area of greatest concern. In summary, we feel the site is an excellent one from a soils standpoint, andothat you should be able to comfortably move ahead with the project, though a minimum amount of work should be done after the plat is approved. The purpose in waiting until after the plat is approved is, of course, to minimize your financial exposure until plat approval has been granted.
