Development Services Department On-Site Water & Wastewater Program 4700 Elmore Road Anchorage, AK 99507 Subject: Eagle River Valley Ranchettes, Lot 31D – 18827 Twenty Grand Road Septic System Design Dear On-Site Services Engineer: The existing septic system on the subj ect lot has failed and must be replaced. We are submitting this design and permit application for the replacement of the existing system. The attached site plan identifies the location of the home and the existing water service line and septic system. The proposed septic location is also shown. No conflicts exist between this proposed system and any other well, water service lines or septic system on this lot or adjacent lots. The ground surface on the lot is virtually flat in the area of the proposed system. The existing septic tanks will be decommissioned per U.P.C. The existing absorption system will be connected with a flow diverter valve for future use. There are no slopes greater than 25% within 50’ of the absorption trench. Ground contours are shown on the Site Plan indicating the grade and direction of flow. Very little surface area is available for the new absorption trench. It is located 14’ from the closest point of the existing trench which has a 9’ effective depth. We are requesting a waiver to allow the trench to be 14’ from the old trench. The subsurface soils in the area are clean sand and gravel with percolation rates of less than 20 minutes per inch. No migration of effluent is expected and all absorption will be in a downward direction. Please refer to the attached test hole logs and plan and profile sheets for the septic design. The well and septic plan are for a single family residence only. 2. The drawing and or site plan shall be a part of this specification. 3. All materials and workmanship shall meet the Anchorage Department of Health and State Department Of Environmental Conservation require- ments. 4. All soil tests are advisory to the design and are to be verified or modified in the field by the engineer. S. All excavations and depths are advisory and are to be verified or modified in the field by the contractor to meet municipality of Anchorage, Department of Environmental Conservation requirements. 6. It is the responsibility of the owner to obtain all necessary permits or easements and to locate any adjacent multi -family wells. 7. The excavation is to be exactly in the area shown on the site plan, any deviation requires engineer approval. S. May 3, 2003 Mr. Andy Gifford 18827 Twenty Grand Road Eagle River, AK 99577 Subject: Lot 31 D, Eagle River Valley Subdivision Septic System Inspection, Testing and Certification Dear Mr. Gifford: On April 24, 2003, we inspected and tested the septic system currently in place on Lot 31 D, Eagle River Valley Ranchettes Subdivision. Prior to the inspection we reviewed the records on file at the Municipality and determined the system was originally constructed in 1974 and consisted of a 1,000 gallon concrete septic tank and a shallow absorption bed. A 500 gallon steel tank was added down stream from the concrete tank in 1981 to act as the second chamber in the septic settlement process. The absorption bed was abandoned in 1987 and two trenches with a total length of 53' and an effective depth of 9' were installed to absorb effluent from the septic tanks. The system has served in that configuration to the present time. The lot is served by a Class A Community Water System and all separation distances are met at this time. Water apparently passes from the 500 gallon tank into the southerly trench, which is approximately 36' long. Once this trench fills the water overflows into the second trench which is approximately 17' long. The majority of the absorption takes place in the southerly trench with the other trench serving as a backup or overflow. Our initial probing of the monitor tubes in each trench indicated a water depth of 94.5" in the southerly trench and 11" in the northerly trench. We then injected 623 gallons of water into the septic tank and allowed it to flow into the absorption trenches. After the injection the water levels in the monitor tubes were measured at 106.5" and 66" respectively. The total capacity in each trench is 108". Water was then allowed to settle in the trenches over night while the system remained in service and accepting effluent generated in the house. Measurements were taken in the monitor tubes 23 hours later and had receded to 93" in the southerly trench and 30" in the northerly trench. The water in the southerly trench was therefore below the level noted at the start of the test. The northerly trench was higher by approximately 19". It is important to note, however, that water continued to Lot 31 D, Eagle River Valley Ranchettes May 3, 2003 Page 2 of 2 flow into the system after our injection was completed. It is impossible to determine the amount of water, but we conclude the system is capable of absorbing at least 600 gallons of water in a 24 hour period and currently meets Municipal requirements for certification. The absorption trenches were constructed in 1987 and have served for more than 15 years. The average life of a septic system is normally around 10 years. This system is showing signs of deterioration and may be approaching the end of its useful life. The remaining life of the system can not be determined due to the many factors that influence the longevity of a system.
