ARM Septic Services, LLC checked the monitoring tubes in the drainfield on 9/17/2018 and found them to be dry. In order to simplify the operation and maintenance of the system, we are proposing that this unit be permanently configured as a CAT I I system. Our justifications are as follows. ® The receiving soil had percolation rate of 26.7 minutes per inch. Given this percolation rate, a 2.0 gpd/sq.ft. application rate is required for a Cat II system. The home has 3 bedrooms, so 225 sq./ft. of absorption area is required for a CAT II system (450 gpd / 2.0). The existing 2007 drainfield has 324 sq./ft. of absorption area. The GEG's original design dated 3/29/2007 and the approved On-site Wastewater Inspection Report dated 6/29/2007 already state that a proposed application rate of 2.0 gpd/sq.ft. was used. We propose that the allowable application rate 2.0 gpd/sq.ft. be allowed for this system as a Cat II system. At this time. we request that your department approve a CAT II configuration to be used at the referenced property. The septic system is in a state of failure and needs to be upgrade. We are proposing to install a new 1500 gallon septic tank, 30-36 inch diameter M.O.A. approved pump basin, a Quanics Aerocell treatment unit and a bed type drainfield. One test hole was excavated on the property. The drainfield will be designed around the 30 foot radius of this test hole. Comments regarding the design are summarized as follows: 1. SOILS: See the attached logs which shows the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 4. TOPOGRAPHY: As can be seen on the attached design drawing the average topography around the drainfield is fairly flat. In short, there are no slope concerns. Box 196650, Anchorage, Ak 99519-6650 (907) 343-7904 Ref: Groundwater Levels for US Survey 3042, Lot 82, Attn Jeff Poet: A test hole was excavated on 7/10/03 and seeps were noted at 5 and 7 feet. On the same day we monitored groundwater at 44 inches below ground in a nearby monitoring tube that had previously been installed. Water was again monitored in the GEG test hole on 7/31/03 at 53 inches below ground. Groundwater levels were monitored on 3/1/2007 in both monitoring tubes at 44 inches below the ground surface. A soil log was found in the MOA records that shows groundwater 5.5 feet below the ground surface on 4/21/1979. A note was also found in the MOA records that shows groundwater at 3'8" on 4/6/1979. This data is only approximately 3-4 weeks from the seasonal high groundwater. Our proposed drainfield it design to be 4'8" from groundwater. If ou have any questions, please contact us at 337-6179. I am taking over management of the case of our client, John Fletcher. (See enclosure letter #1, and #2). Mr. Fletcher was recently denied a refinancing loan on his home, described as Lot 82, Section 19, Township 10 North, Range 2 East, Seward Meridian, which is located in Girdwood, Alaska. The stated reason was that a new septic system approval from the Municipality of Anchorage, D.E.C., or a private engineer was needed before a new loan could be issued. Now Mr. Fletcher is attempting to sell his home. Even to do that, he needs a copy of the orignial septic system approval from the summer of 1979. I would very much appreciate it if you would send me a copy of that approval. Given the economic impact that failure to have such a copy would have on Mr. Fletcher, I believe the effort in- volved in locating a 1979 document is well justified. It is pertinent that at the time of the originial building permit application, a municipal employee named Rolf Strickland actually designed the septic system drain field Mr. Fletcher installed, and the municipality had at least two inspec- tions take place that year. The septic system was approved as a necessary requirement for the building permit and/or certificate of occupancy. To further stress the seriousness of this matter, I should point out that it is very clear that Mr. Fletcher relied on the representations and inspections of the Municipality of Anchorage and Home Savings and Loan Association before and during the construction of his home. If he is now unable to sell a $200,000 home due to an errors, oversights, or misrepresentations made by employees of either organization, than those organiza- tions well may share in the liability for Mr. Fletcher's result- ant economic difficulties. Of course, all this may be avoided if you are able to promptly provide me a copy of the original appro- val for the septic system for Mr. Fletcher's home, and he is then able to sell the property. The AWWTS shall be maintained in a satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes an annual maintenance fee (typically $400 to $600). Owner agrees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative will inspect and make any necessary maintenance, repairs or permitted alterations to the system. Owner acknowledges that regular maintenance of an AWWTS reduces the potential failure of the system, which could include sewage backup and costly repairs or drainfield replacement.
