It is our plan to remove the contaminated drainrocldsand and place new sand to an elevation that is equal to, or higher than, the existing sand filter. We will then construct a 5 foot wide drainfield with a 6 inch effective depth. The soil application rate for Advantex effluent is 6.0 gallons per day per square foot, which dictates that a three (3) bedroom drainfield have a minimum square footage of 75 square feet. The rebuilt trench (west) will provide 225 square feet ofdrainfield. Attached is a copy of the revised site plan. During our work today we found the 1981 septic tank still in tact. We will abandon it as part of this project. We are requesting verbal approval so we can begin construction of the trench starting ASAP. Box 196650 Anchorage, AK 99519-6650 Reft Proposed ~ Septic System for Lot 7; Garretson Subdivision ADVANTEXTM TREATMENT SYSTEM To whom it may concern: 1. GENERAL: The existing 3 bedroom home is served by a~ and septic system. The septic system is in the state of failure and must be upgraded. A total of five test holes were excavated on the property. Three test holes were done by Flattop technical services in 10/12/1994 and two were done AKWWC on 1/24/2003. We are proposing to design the septic system around the 30 foot radii of TH#2 and TH#3 by Flattop Technical Services and AKWWC's TH#2. Due to the poor receiving soils we are proposing to use an Advantex treatment system and a bed type drainfield. 2. SOILS & GROUNDWATER: See the attached logs, which show the soil classifications, groundwater monitoring, and the percolation test results. Groundwater was not encountered during the excavation of either of the AKWWC test holes. There was a weep at 10 feet noted in TH #1. On 2/10/03, Water was 2.5 feet below grade in TH#1 and 6.0 feet below grade in TH#2. Given the fact that Anchorage was experiencing one of the xvarmest Februarys on' record and break-up was essentially occurring, it was our suspicion that the water found in the test holes was perched surface runoff. To confirm our suspicions we checked the liquid level in the existing drainfield pipes and noted that it was 11.5-12.0 feet below grade in both trenches. This confirmed that the water in the test holes was merely trapped surface runoff. Additional confirmation of this is the fact that in the mid October of 1994 (seasonal high groundwater) Ted Moore, P.E. noted no groundwater to 19.5+ feet in the three testholes he logged and monitored. 3. DRAINFIELD APPLICATION RATE: The intent is to install an Advantex Treatment System that will allow the use of a small drainfield in the area around the 30 foot radii of the test holes. A percolation test xvas performed in TH#1 and TH#2 between the depths of S.0 to 5.5 feet and found the rates ranged from 80 & 4.7 minute/inch. ORENCO PACKAGE SYSTEM: The STEP tank with the Advantex Treatment System ~vill be manufactured by Anchorage Tank & Welding to meet the latest design criteria established by Orenco Systems, Inc. The point of contact at Anchorage Tank is Lowell McNutt. As with their standard STEP tank, it is equipped with a high water alarm per M.O.A requirements. 6. SURFACE WATER: There is no surface xvater within 100 feet of the proposed septic system upgrade. 7. TOPOGRAPItY: The topography around the area of the proposed drainfield is relatively flat. In short, there are no slope concerns. 8. LOT LINE WAIVER: In order to place the proposed drainfield within the 30 foot radius of AKWWC TH#2, and as far away from AKWWC TH#l, we are proposing to push the drainfield to within 4 feet of the roadway. This property line parallels an undeveloped rohd right-of-way that would not be impaired by this encroachment. 9. CLOSING: I am open to any suggestions from your department that would be an improvement to the proposed system. Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our apphcation for a pent, it to upgrade the wastewater disposal facilities on Lot 7 of Garretson S/D, located at 7101 North Park Drive. The existing system failed a recent adequacy test. Soils logs, perc test results, a site plan, design drawings and specifications are enclosed for your review. The proposed system will be constructed between test holes #1 and//2 . As can be seen from the soil log, the native material below 12.5 - 14' is a somewhat silty sandy gravel with a measured perc rate of less than 1 minute per inch. No groundwater was encountered to the maximum depth of the test holes at 21 feet. We propose to construct parallel 5' wide drainfields overlying 2' of imported coarse filter sand. Using the soil application rate of 1.0 gpd/sq, ft. specified in the wastewater ordinance for filter sand, this 3 bedroom residence requires a total absorption area of (3 x 150)/1.0 = 450 square feet. The proposed design has a total absorption area of 450 square feet. The topography of the lot in the area of the proposed construction is level. A waiver was issued in 1986 allowing the existing well serving this lot to be 95 feet from the soil absorption system on Lot 1, Block 7, Mountain Park Estates #2. Our measurements indicate that the well is actually 93 feet from the standpipe of that septic system. Based on a telephone conversation with Dan Roth, I am requesting that. your records be modified to reflect the corrected separation distance. I understand that it should not be necessary to go through a new formal waiver process, since there has been no physical change that would significantly affect the previous waiver analysis. The proposed project will have no impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any significant impact on reserved space/surface and subsurface, or on drainage. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All consU'uction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing septic tank is to be properly abandoned by thoroughly pumping, removing its top and backfilling with soil. 2.2 The new 1000 gallon, 2 compa~iment septic tank shall be Municipally approved and shall be set level on undisturbed soil. Each compzaiment shall be equipped with a watertight manhole cover and a 4" cleanout. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Soil absorption system: 31 The soil absorption system shall be consl~ucted by excavating two 45' long parallel 5' wide trenches spaced 10 feet apart and 10 feet east of the west property line, down to encounter a sandy gravel stratum at a depth of approximately 15' below the present ground surface. 3.2 The bottom of the excavations shall be level. A total of 2 feet of approved filter sand shall be placed in the bottom of the excavation to create a level surface at a depth of 13 feet below original ground. Coarse clean gravelly sand identified as "Lake Otis Gravel" may be used as the filter material, subject to visual approval of the inspecting engineer. 3.3 A total of 1.0 feet of approved sewer gravel shall be placed in the bottom of the excavation with the perforated distribution pipes laid level such that the pipe inverts are no less than 0.5 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. Note: The perforated pipes in each drainfieM shall be placed at the same elevation. The distribution line from the septic tank shall be tee' d into the middle of a horizontal pipe connecting the two drainfields. To ensure relatively equal loading of the two drainfields, special care shall be taken to ensure that the tee fitting is set level on well compacted soil at an elevation approximately 1" above the horizontal distribution pipes in the drainfields. 3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel prior to backfill with native silty soil. 3.6 The top surface of the cover material shall be raised a minimum of 12 inches higher than the surrounding terrain to as necessary allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. Care shall be taken to ensure positive drainage away from the drainfield area. 3.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed to promote rapid revegetation of all areas disturbed by the construction. 4.0 Inspections: 4.1 A minimum of 5 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sand filter material has been placed, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of filter fabric, and (5) after rough backfill and grading is complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to backfiil. This inspection may be incorporated with any of the above inspections. 4.2 The inst~ller shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. Maintenance, Repairs and Alterations. (Owner is required to read, understand and initial each section) Throughout the term of this Agreement, the Owner shall enter into a service agreement with an AWWTS service and maintenance provider approved by the Municipality or the manufacturer's representative. The AWWTS shall be maintained in a satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. Nonwaiver. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. Gentlemen; We are submitting a request for waivers from the separation distances stated in Title 18, Alaska Administrative Code Chapter 80.020 This submittal follows the format outlined in a Memorandum dated January 3, 1985 on the subject of "Separation Distance Waiver Guidelines for SCRO", prepared by Mr. Bruce Erickson, District Office Coordinator. State of Alaska, Department of Environmental Conservation. This Memorandum outlines a procedure to be used in the evaluation of waiver requests by assigning number values to geological features addressed in the waiver request. In this request I have followed this procedure and assigned values to the pertinent features as follows: t. Vertical Distance Between Sewage System and Ground Water. As a midigating factor it should be pointed out that the 95 feet is to the stand pipe of the system and that only 5 feet of the drainfield is within the 100 foot radius of the well. The total length of the field is 57 feet. The installation inspection and approval of the system at the time of installation was performed by a Municipal Inspector. WATER AND ICE WAS FOUND AROUND THE STANDPIPE TO THE TRENCH. ALL STANDPIPES, TO TANK AND TO TRENCH, HAD WOODEN BOXES AROUND THEM. THE PURPOSE OF THESE BOXES, AND HOW DEEP THEY WERE COULD NOT BE DETERMINED. A HORSE BARN HAD BEEN BUILT OVER THE DRAINFIELD. THIS BARN HAS A WOODEN FLOOR AND ITS PRESENCE SHOULD NOT EFFECT THE OPERATION OF THE DRAINFIELD. APPROXIMATELY 200 GALLONS OF WATER WAS DUMPED INTO THE TRENCH CLEAN OUT. THIS CAUSED WATER TO OVERFLOW THE CLEANOUT. THE WATER LEVEL IN THE TANK DID NOT CHANGE. THIS FACT INDICATED THAT A BLOCKAGE OF SOME KIND EXIST IN THE DRAIN LINE. NEXT APPROXIMATELY 800 GALLONS OF WATER WAS DUHPED INTO THE TANK. THE LAST 100 GALLONS CAUSED THE WATER LEVEL IN THE TANK TO RISE FROH 47.5 INCHED TO 54 INCHES. WITHIN MINUTES AFTER THE WATER WAS SHUT OFF, THE WATER LEVEL IN THE TANK WAS BACK TO NORMAL. Tobben Spurkland P.E. THERE ARE HOWEVER CONDITIONS OF THE SYSTEM THAT CAN NOT BE ADEQUATELY EVALUATED AT THIS TIME. THE WOODEN BOXES AND THE BLOCKAGE IN THE DRAIN LINE MUST BE REMOVED, THERE MIGHT ALSO BE A PROBLEM WITH SURFACE DRAINAGE PONDI~[G ON TOP OF THE DRAINFIELD. THESE ITEMS CAN NOT BE EVALUATED UNTILL AFTER BREAKUP. The operational life of all septic systems depends on the local soil conditions, groundwater levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of this septic system. THE WELL RECOVERED TO 93 FEET IN 7 5 MINUTES F~ COLIFORMS: WATER WAS TESTED FOR COLIFORM BACTERIA JANUARY 2, 1986. TEST WAS NEGATIVE. WATER HS BEEN SHUT OFF SINCE THAT TIME. TEST RESULT: ON THIS WELL MEETS THE REQUIREMENTS OF THE MUNICIPALITY OF ANCHORAGE, WITH THE EXCEPTION OF THE SEPARATION DISTANCE TO NEIGHBORS SEPTIC SYSTEM. THE HEALTH DEPARTMENT SHOULD GRANT A WAIVER FOR 5 FEET. The Municipal requirement for well flow is 150 gallons of water per bedroom per 24 hours.This well surpasses this requirement. The assessment of the condition of this well applies only to the conditions as of this date. The flow rate of the well may change due to subsurface conditions that may not be observed from the surface, and changes in land use and other factors that may impact the conditions of the aquifer feeding the well.
