CONSULTANTS & GENERAL CONTRACTORS - r February 6, 2013 S4 Group 124 E 7th Avenue Anchorage, Alaska 99501 Attention: Tom Dreyer office 907 306-8104 Ref: Septic Reserve Map and Test Hole Information for Proposed Sky Manor S/D), (A Subdivision of Tundra Jewel Ranch S/D; Lot 20) Mr. Dreyer: Per the request of our client, John Thomson with C&T Construction, we performed numerous test holes on the referenced property for the purpose of identifying suitable septic system sites, as require to subdivide the property. It is our understanding that our client would like to develop the property into 7 lots with a duplex to be built on each property. The duplexes shall be limited to 6 bedrooms total (3 bedroom per unit maximum). Per AMC 15.65.180, septic reserve areas or platted drainfield sites must be provided in order to subdivide the property. Attached is a septic reserve site plan which shows the test hole locations, the well drilled on the property, the proposed water main/service line locations, the proposed duplex locations, septic reserve areas, and platted drainfield sites. Based upon the soil percolation rates on lots 1, 2, 3, 4, and 5, septic reserve areas of 10,000 sq.ft are required for each lot. Test hole #13 (proposed Lot 1) and test hole #1 (proposed Lot 2) had percolation rates of 3.33 minutes/inch. Test holes #3, #4, #5, #6, #7, and #8 for proposed lots 3, 4, and 5 had percolation rates of <1 minutes/inch. Lots 3, 4, and 5 will require 2 foot sand filters with bed type or shallow trench type drainfields. Due to the limited available area on the proposed Lots 6 and 7, platted drainfield sites will be required for each lot. Test holes #9, #10, #11, and #12, for proposed Lots 6 and 7, had percolation rates of<1 minutes/inch. Lots 6 and 7 will require 2 foot sand filters with bed type drainfields. On the site plan drawing we have provided the design criteria for the platted drainfield sites for Lots 6 and 7. SURFACE WATERS: There are no surface waters within 100 feet of the septic reserve areas or proposed plated drainfield sites. TOPOGRAPHY: The average topography for the tract of land is a 5 percent slope running approximately south to north. Bed type drainfields with sand filters are anticipated for a majority of the proposed lots. There are no concerns in regards to topography with these type of installations. 3701 E. This subdivision of Lot 20; Tundra Jewel Ranch S/D will subdivide the property into seven (7) separate lots. Lots 1 through 6 meet the 40,000 sq.ft. requirement, but Lot 7 is just shy of the minimum square footage requirement (38,706 sq.ft.). The following is justification for this waiver: • The septic reserve area for Lot 7 will be required to be shown as platted drainfield sites on the plat as shown on our septic reserve map. The platted drainfield sites meet all MOA wastewater requirements and we have shown that there is adequate space for these three (3) drainfield sites. The well for the subdivision is already drilled and has been surveyed. The septic reserve map shows the accurate location of this well and the 200 foot well radius. The intent of this letter is to issue Construction Approval for the improvements detailed in your submittal and outlined below. Project Description This project proposes to develop an untreated groundwater drinking water system to serve seven future duplex housing units in the Tundra Jewell Ranch Subdivision in Chugiak,Alaska.The well to supply this system was completed on May 14, 2007.The 6" steel cased well was drilled to a depth of 272'and was grouted with bentonite chips to 20'below ground surface. The well provides a sustained yield of 20 GPM (gallons per minute) and accesses a presumed semi-confined aquifer,penetrating intermittent lenses of tight slits, sands,gravels,and mixes thereof. Sampling of the raw water showed it to be free of regulated primary contaminants. Water will be supplied to the system by a Grundfos well pump,model 25S20-11.Water storage for the system is provided by two 1,000 gallon tanks plumbed in parallel. From the storage tanks,distribution system pressure is provided by two Grundfos pumps,model CRE5-9. At the entry point to the distribution system a 2"Badger master meter,model M120 LL,will be installed.The distribution main for this new system will consist of approximately 750 linear feet of 3"HDPE (high density polyethylene)pipe and service connections will be through 1" type"K"copper lines. Also included in the project is the installation of valves, cathodic protection,and other related appurtenances. Capacity Development The owner of this system,John Thomson,provided financial and managerial information. From the information provided, this system will cost approximately$550 per month to operate;this includes utilities, engineering,and sampling costs.The total 30 year replacement cost of critical system components is estimated to be approximately$24,000.This cost will be shared across the 14 housing units. Amortizing this cost back to present value at a 2% discount rate shows that a fee of approximately$50.00/month/unit should adequately fund this water system.This fee is comparable with other utilities in the area;however this estimate does not include any wastewater treatment/disposal costs.Wastewater treatment/disposal systems will be owned, operated,and maintained by the individual homeowners. Construction Approval The submitted engineering plans and supporting information have been reviewed and are approved in accordance with Alaska Drinking Water Regulations (18 AAC 80).
