Engineering Report
Project Description
This soils report is to identify the suitability of the soils on the lot being subdivided for
an on-site septic system. This subdivision is part of T11N, R2W, Sec 6, E2NW4, SW4NE4. This
report will detail the soils encountered during the soils investigation, existing topography,
impact to surrounding wells and septic system and the suitability of the soils encountered for
the use of an on-site wastewater disposal system and water supply system. The sixteen (16)
proposed lots will range from approximately 1.4 to 48.2 acres in size. Additionally, there will be
two (2) proposed tracts, Tract A and Tract B that encompass wetlands making them
undevelopable under current code. The lots are undeveloped, with the exception of proposed
Lot 16 which has the original homestead, with existing test holes and permitted primary and
reserve fields and an existing well; therefore, fifteen (15) test holes are required on the
proposed lots. Due to wetlands we were unable to perform test holes on Tract A and Tract B,
which we will address below.
Soils Investigation
Pannone Engineering Services performed a soils investigation on October 10-13, 2016, and
August 29, 2017 in the area that the subdivided lots will be located. The test pits were
excavated by the Flinstone Enterprises and were excavated to the maximum extent of the
excavator or until groundwater or refusal. The test pits revealed a variety of soils. Test holes
were performed on each proposed lot and were numbered per S4 Group's proposed
subdivision lot numbers.
Lot 1: We encountered in Test Hole one (TH-1) a layer of organics to a depth of one foot (1.0'),
underlain with brown sand and gravel with minimal silt to a depth of fourteen feet (14.0'). The
layer of sand and gravel was found to have a percolation rate of 1.0 minutes per inch. Based on
the percolation rate and the appearance of the soil an application rate of 1.2 gallons per day/
square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole One (TH-1). Permafrost
was not encountered in the test pit nor is it suspected in this area. Groundwater was not
encountered to a depth of fourteen feet (14.0') during excavation or after the seven-day
monitoring period.
Lot 2: We encountered in Test Hole two (TH-2) a layer of organics to a depth of one and a half
feet (1.5'), underlain with brown sand and gravel with minimal silt to a depth of eleven feet

(11.0'). Under the sand and gravel was a layer of silty gravel to a depth of fourteen feet (14.0').
The layer of sand and gravel was found to have a percolation rate of 0.3 minutes per inch. A
sieve analysis was taken from this layer and 61% passed a #4 sieve, making this material a sand,
and an imported sand filter un-necessary. Based on the percolation rate and the appearance of
the soil an application rate of 1 gallon per day/ square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole One (TH-1). Permafrost
was not encountered in the test pit nor is it suspected in this area. Groundwater was
encountered at a depth of eleven feet (11.0') during excavation and at ten feet (10.0') after the
seven-day monitoring period.
We encountered in Test Hole two-A (TH-2A) a layer of organics to a depth of one and a half feet
(1.5'), underlain with Brown sand and gravel with minimal silt to a depth of ten feet (10.0').
Under the sand and gravel layer was a layer of silty gravel to a depth of twelve feet (12.0'). The
layer of sand and gravel was found to have a percolation rate of 2.3 minutes per inch. Based on
the percolation rate and the appearance of the soil an application rate of 1.2 gallons per day/
square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole Two-A (TH-2A).
Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater
was encountered at a depth of ten feet (10.0') during excavation and at nine feet (9.0') after the
seven-day monitoring period.
Lot 3: We encountered in Test Hole three (TH-3) a layer of organics to a depth of one foot (1.0'),
underlain with brown sand and gravel with minimal silt to a depth of thirteen feet (13.0'). The
layer of sand and gravel was found to have a percolation rate of 1.0 minutes per inch. Based on
the percolation rate and the appearance of the soil an application rate of 1.2 gallons per day/
square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole three (TH-3). Permafrost
was not encountered in the test pit nor is it suspected in this area. Groundwater was
encountered at a depth of thirteen feet (13.0') during excavation and after the seven-day
monitoring period.
Lot 4: We encountered in Test Hole four (TH-4) a layer of organics and peat to a depth of two
feet (2.0'), underlain wet silty gravel to a depth of eight feet (8.0'). The layer of wet silty gravel
was found to have a percolation rate of 18.2 minutes per inch. Based on the percolation rate
and the appearance of the soil an application rate of 4.0 gallons per day/ square foot may be

used as an application rate with a CAT III wastewater system. Additionally Engineered
Receiving Soils (ERS) must be used in this location to create separation to ground water.
We did not encounter bedrock or impermeable soils in the Test Hole four (TH-4). Permafrost
was not encountered in the test pit nor is it suspected in this area. Groundwater was
encountered at a depth of four feet (4.0') during excavation and at a depth of two point five
feet (2.5') on October 10, 2017.
Lot 5: We encountered in Test Hole five (TH-5) a layer of organics to a depth of two feet (2.0'),
underlain with silty gravel to a depth of nine feet (9.0'). The layer of silty gravel was found to
have a percolation rate of 3.5 minutes per inch. Based on the percolation rate and the
appearance of the soil an application rate of 1.2 gallons per day/square foot may be used as an
application rate.
We did not encounter bedrock or impermeable soils in the Test Hole five (TH-5). Permafrost
was not encountered in the test pit nor is it suspected in this area. Groundwater was
encountered at a depth of six feet (6.0') during excavation and at five feet (5.0') after the seven-
day monitoring period.
Lot 6: We encountered in Test Hole six (TH-6) a layer of organics to a depth of one foot (1.0'),
underlain with rocky silty gravel and sand to a depth of thirteen feet (13.0'). The layer of rocky
silty gravel and sand was found to have a percolation rate of 1.7 minutes per inch. Based on the
percolation rate and the appearance of the soil an application rate of 1.2 gallons per day/
square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole six (TH-6). Permafrost was
not encountered in the test pit nor is it suspected in this area. Groundwater was encountered
at a depth of twelve feet (12.0') during excavation and the hole was dry after the seven-day
monitoring period.
Lot 7: We encountered in Test Hole seven (TH-7) a layer of organics to a depth of one foot
(1.0'), underlain with rocky silty gravel and sand to a depth of six feet (6.0'). Below the silty
sand was a layer of moist silty gravel to a depth of ten feet (10.0'). The layer of rocky silty gravel
and sand was found to have a percolation rate of<1 minutes per inch. Based on the percolation
rate and the appearance of the soil an application rate of 1 gallons per day/square foot may be
used as an application rate. A sieve analysis was taken from this layer and 65% passed a #4
sieve, making this material a sand, and an imported sand filter un-necessary. Based on the

percolation rate and the appearance of the soil an application rate of 1 gallon per day/ square
foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole seven (TH-7). Permafrost
was not encountered in the test pit nor is it suspected in this area. Groundwater was
encountered at a depth of nine feet (9.0') during excavation and after the seven-day monitoring
period.
We encountered in Test Hole seven-A (TH-7A) a layer of organics to a depth of one foot (1.0'),
underlain with hard, dry, rocky silty sand and gravel to a depth of eight feet (8.0'). The layer of
rocky silty gravel and sand was found to have a percolation rate of 3.4 minutes per inch. Based
on the percolation rate and the appearance of the soil an application rate of 1.2 gallons per
day/ square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole seven-A (TH-7A), although
the material became very hard at eight feet (8.0'). Permafrost was not encountered in the test
pit nor is it suspected in this area. Groundwater was not encountered to a depth of eight feet
(8.0') during excavation and the hole was dry after the seven-day monitoring period.
Lot 8: We encountered in Test Hole eight (TH-8) a layer of organics to a depth of one foot (1.0'),
underlain with silty gravel and sand to a depth of eight feet (8.0') where bedrock was
encountered. The layer of silty gravel and sand was found to have a percolation rate of 3.2
minutes per inch. Based on the percolation rate and the appearance of the soil an application
rate of 1.2 gallons per day/ square foot may be used as an application rate.
We encountered bedrock in the Test Hole eight (TH-8) at a depth of eight feet. Permafrost was
not encountered in the test pit nor is it suspected in this area. Groundwater was new
encountered during excavation and at a depth of seven feet (7.0') on October 10, 2017.
Lot 9: We encountered in Test Hole nine (TH-9) a layer of organics to a depth of one foot (1.0'),
underlain with silty sand to a depth of two and a half feet (2.5'). Below the silty sand was a
layer of rocky silty gravel and sand to a depth of eleven feet (11.0'). The layer of rocky silty
gravel and sand was found to have a percolation rate of 3.1 minutes per inch. Based on the
percolation rate and the appearance of the soil an application rate of 1.2 gallons per day/
square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole nine (TH-9). Permafrost
was not encountered in the test pit nor is it suspected in this area. Groundwater was

encountered at a depth of ten feet (10.0') during excavation and the hole was dry after the
seven-day monitoring period.
We encountered in Test Hole nine-A (TH-9A) a layer of organics to a depth of two feet (2.0'),
underlain with rocky silty gravel and sand to a depth of fourteen feet (14.0'). The layer of rocky
silty gravel and sand was found to have a percolation rate of 5.6 minutes per inch. Based on the
percolation rate and the appearance of the soil an application rate of 0.8 gallons per day/
square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole nine-A (TH-9A).
Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater
was encountered at a depth of twelve feet (12.0') after the seven-day monitoring period.
Lot 10: We encountered in Test Hole ten (TH-10) a layer of organics to a depth of one foot
(1.0'), underlain with dry and gravelly silty gravel and sand to a depth of four feet (4.0'). Below
four feet was found a layer of wet silty gravel and sand to a depth of ten feet (10.0'). The layer
of silty gravel and sand between one and four feet was found to have a percolation rate of 1
minute per inch. Based on the percolation rate and the appearance of the soil an application
rate of 1.2 gallons per day/ square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole ten (TH-10). Permafrost
was not encountered in the test pit nor is it suspected in this area. Groundwater was
encountered at a depth of eight feet (8.0') during excavation and at eight feet (8.0') after the
seven-day monitoring period.
We encountered in Test Hole ten-A (TH-10A) a layer of organics to a depth of one and a half
feet (1.5'), underlain with gravel with silty veins to a depth of six feet (6.0'). Below the gravel
layer was found a layer of silty gravel to a depth of ten feet (10.0'). The layer of gravel with silty
veins between one and a half and six feet was found to have a percolation rate of 14.8 minutes
per inch. Based on the percolation rate and the appearance of the soil an application rate of 0.6
gallons per day/square foot may be used as an application rate, with a sand filter to create
separation to ground water.
We did not encounter bedrock or impermeable soils in the Test Hole ten-A (TH-10A).
Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater
was encountered at a depth of eight feet (8.0') during excavation and after the seven-day
monitoring period.

Lot 11: We encountered in Test Hole eleven (TH-11) a layer of organics to a depth of one foot
(1.0'), underlain with silty gravel and sand to a depth of seven feet (7.0'). Below the layer of
silty gravel and sand was a layer of poorly graded silty gravel to a depth of twelve feet (12.0')
The layer of silty gravel and sand was found to have a percolation rate of 4.3 minutes per inch.
Based on the percolation rate and the appearance of the soil an application rate of 0.8 gallons
per day/ square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole eleven (TH-11).
Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater
was not encountered at a depth of twelve feet (12.0') during excavation was encountered at a
depth of nine feet (9.0') on October 10, 2017.
Lot 12: We encountered in Test Hole twelve (TH-12) a layer of organics to a depth of one foot
(1.0'), underlain with silty gravel and sand to a depth of twelve feet (12.0'). Under the silty
gravel and sand was found a layer of wet silty gravel to a depth of fourteen feet (14.0'). The
layer of silty gravel and sand was found to have a percolation rate of 2.5 minutes per inch.
Based on the percolation rate and the appearance of the soil an application rate of 1.2 gallons
per day/ square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole twelve (TH-12).
Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater
was encountered at a depth of twelve feet (12.0') during excavation and at eleven feet (11.0')
after the seven-day monitoring period.
We encountered in Test Hole twelve-A (TH-12A) a layer of organics to a depth of one foot (1.0'),
underlain with silty sand to a depth of three feet (3.0'). Below the silty sand was found a layer
of tight silty sand and gravel to a depth of six feet (6.0'); the layer was wet, but not
impermeable. Below the silty sand and gravel was a layer of silty gravel to a depth of twelve
feet (12.0'). The layer of silty sand between one and three feet was found to have a percolation
rate of 3.6 minutes per inch. Based on the percolation rate and the appearance of the soil an
application rate of 0.8 gallons per day/ square foot may be used as an application rate, with a
total depth of one foot blow the surface.
We did not encounter bedrock or impermeable soils in the Test Hole twelve-A (TH-12A).
Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater
was encountered at a depth of eight feet (8.0') during excavation and at five feet (5.0') after the
seven-day monitoring period.

Lot 13: We encountered in Test Hole thirteen (TH-13) a layer of organics to a depth of one foot
(1.0'), underlain with silty sand to a depth of three feet (3.0'). Below the silty sand was found a
layer of tight silty sand and gravel to a depth of five feet (5.0'); the layer was wet, but not
impermeable. Below the silty sand and gravel was a layer of silty gravel to a depth of ten feet
(10.0'). The layer of silty sand between one and three feet was found to have a percolation rate
of 5.2 minutes per inch. Based on the percolation rate and the appearance of the soil an
application rate of 0.8 gallons per day/square foot may be used as an application rate, with a
total depth of one foot blow the surface.
We did not encounter bedrock or impermeable soils in the Test Hole thirteen (TH-13).
Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater
was encountered at a depth of nine feet (9.0') during excavation and at eight feet (8.0') after
the seven-day monitoring period.
Lot 14: We encountered in Test Hole fourteen (TH-14) a layer of organics to a depth of one and
a half feet (1.5'), underlain with brown silty sand and gravel to a depth of eleven feet (11.0').
The layer of silty sand and gravel was found to have a percolation rate of 3.1 minutes per inch.
Based on the percolation rate and the appearance of the soil an application rate of 1.2 gallons
per day/ square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole fourteen (TH-14).
Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater
was encountered at a depth of nine feet (9.0') during excavation and after the seven-day
monitoring period.
Lot 15: We encountered in Test Hole fifteen (TH-15) a layer of organics to a depth of one foot
(1.0'), underlain with rocky gravelly sand with some silt to a depth of twelve feet (12.0'). Under
the gravelly sand was a layer of silty gravel to a depth of fourteen feet (14.0'). The layer of rocky
gravelly sand with some silt was found to have a percolation rate of 1.9 minutes per inch. Based
on the percolation rate and the appearance of the soil an application rate of 1.2 gallons per
day/ square foot may be used as an application rate.
We did not encounter bedrock or impermeable soils in the Test Hole fifteen (TH-15).
Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater
was not encountered to a depth of fourteen feet (14.0') during excavation and the hole was dry
after the seven-day monitoring period.

Lot 16: Test holes were performed on lot 16 as part of On-Site permit#: 0SP111178 (T11N,
R2W, Sec 6, E2NW4, SW4NE4). A primary and reserve field were designed and a permit
approved on this lot. See attached.
Topography
The proposed Blue Berry Subdivision is located in an alpine valley with a stream and wetlands
on the lower portion. The slope is generally from the east to the west. The lots to the south of
the stream slope from southeast to northwest, and the lots to the north slope from the
northeast to the southwest. Lots 1-3 slope at 20%-25% on the lower half with a road cut slope
at the bottom. The test holes on lots 1-3 were placed below the steeper southern portions of
the lot that exceed 25%. There are no steep slopes within the septic reserve area on these lots.
Lots 4-14 slope less than 20%, with the only steep slopes located in the road right of way as a
road fill slope. Lots 15-16 have slopes less than 20% at the bottom, with the test holes, and
septic reserve areas placed on this portion, below the 25% and greater slopes to the north.
Existing water and wastewater systems
The proposed subdivision is located on Honey Bear Lane and Snow Bear Drive, in Anchorage.
Bear Valley Subdivision and Stolle Subdivision abut this development on the west and east
respectively. The original homestead is located on proposed Lot 16, and has an undocumented
private well and septic. A permit was issued for a septic system in this location in 2011. The
existing water supply systems on all the surrounding lots are private wells and have a 100-foot
protective radius around them (i.e. a new wastewater disposal system may not be located less
than 100 feet from these private water wells.) The wells are far enough back on the lot that
their protective well radiuses do not affect the proposed lots.
Water Availability
This subdivision will be located in a valley on the lower slopes of the surrounding terrain where
water is readily available. The surrounding wells are typically between 100 and 200 feet deep.
The static water levels range between 0 and 40 feet deep. There is an existing undocumented
well on the existing homestead. The existing well flow data that was available showed that the
wells with record data could produce approximately at least 2 gallons per minute.
Based on the record research and field data we collected, there appears to be adequate water
available for the proposed subdivision without affecting the surrounding wells. The well will be
approximately 200 feet deep or less and will likely produce at least 2 gallons a minute.
Installing these wells will not affect the production of water wells on the surrounding property.

Surface water
There are streams and wetlands on T11N, R2W, Sec 6, E2NW4, SW4NE4, that are all shown on
the plan. These features have been mapped by Hemlock Scientific LLC. We are unaware of the
classification of the wetlands at this time, so test holes were not performed on Tract A and
Tract B to avoid conflict. All septic reserve areas maintain over 100' separation to surface
water.
Engineering Criteria
The soils in this area are typically organics underlain by silty gravel and sand. PES conducted a
percolation test on the proposed lots and found a percolation rates as shown above, and on the
soils logs.
The soils encountered in this area are generally well percolating soils (around 5 mpi), slower in
the lowest areas as shown on the logs, with some silt content. An application rate of 0.6 gpd/sf
to 1.2 gpd/sf should be used for the design of a wastewater disposal system on the proposed
lots as shown on the soils logs and in this report. Groundwater is relatively shallow on most of
the proposed lots and drain fields should be designed with a minimum of four-foot vertical
separation to seasonal high groundwater. The soils on Lot 4 are an exception with high
groundwater and CAT III treatment with ERS required.
Site Information
For a subdivision, a site plan stamped by an engineer must show specific areas for the septic
system based on the observed percolation rate and Title 15.65.180, Table 2. These areas must
meet all set back requirements of Title 15.65. According to Table 2, and area of 10,000 sf must
be shown for areas with a percolation rate of 1-5 MPI, an area of 12,000 sf must be shown for
areas with a percolation rate of 5-12 MPI, and an area of 14,000 sf must be shown for areas
with a percolation rate of 12-24 MPI. The attached site plan shows the reserve areas per these
requirements.

The Municipality of Anchorage (Moa) Regulations (15.65) govern for single-family homes. These
regulations require a minimum of four (4) feet vertical separation between the bottom of a soil
absorption system and ground water for a conventional wastewater disposal system, six feet
(6') to bedrock or other impermeable layers (tight silts and clays with a percolation rate greater
than 120 minutes per inch) and must be located greater than 100 feet horizontally from any
surface water (Creeks and ponds). Additionally, the accepting soils must have a percolation rate
of less than 120 minutes per inch. A lot must have room for a primary and reserve soil
absorption system.
Based on the existing topography, soils investigations conducted to date and record research of
surrounding lots, the proposed lots, with the exception of Tract A and Tract B, have in excess of
the required contiguous area suitable for an initial and replacement for conventional
wastewater disposal systems.

I want to first off say thank you for meeting with use concerning this subdivision yesterday. As we discussed, I am
writing to acknowledge that Lot 16 has an un-approved wastewater system serving the structure.The structure on
this lot is not inhabited currently, and would take a significant remodel project to make it inhabitable.The Trust
does not have intentions at this time to sell lot 16 after the subdivision is approved.The Trust acknowledges that the
sale of this lot will require either razing the building and abandoning the existing cesspool, or upgrading the
wastewater system to meet the current code.
