Principal, Civil Engineer November 9, 2017 Potter Highlands Phase 3 Proposed Subdivision of Potter Highlands Phase 2, Tract A7 Engineering Report Project Description This soils report is to identify the suitability of the soils on the lot being subdivided for an on-site septic system. This subdivision is part of Potter Highlands Phase 2,Tract A7. This report will detail the soils encountered during the soils investigation, existing topography, impact to surrounding wells and septic system and the suitability of the soils encountered for the use of an on-site wastewater disposal system and water supply system. The nine (9) proposed lots will range from approximately 1.1 to 1.3 acres in size. The lots are undeveloped; therefore, nine (9) test holes are required on the proposed lots. Soils Investigation Louis Butera performed soils investigations in June of 1997 and October of 1999, and Pannone Engineering Services performed soils investigations on April 21, 2017 and October 9, 2017 in the area that the subdivided lots will be located. The PES test pits were excavated by the Hagmeier Homes and A+ Home Services, and were excavated to the maximum extent of the excavator or until groundwater or refusal. The test pits revealed a variety of soils. Test holes were performed on each proposed lot. Lot 6: We encountered in Test Hole one (TH-1) a layer of organics and peat to a depth of two feet (2.0'), underlain gravelly sand with silt to a depth of ten feet (10.0'). From ten feet (10.0') to a depth of fifteen feet (15.0') was a layer of silty gravel and sand. The layer of gravelly sand with silt was found to have a percolation rate of 0.8 minutes per inch. A sieve analysis was taken from this layer and 79% passed a #4 sieve, making this material a sand, and an imported sand filter un-necessary. Based on the percolation rate and the appearance of the soil an application rate of 1 gallon per day/ square foot may be used as an application rate. We did not encounter bedrock or impermeable soils in the Test Hole One (TH-1). Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater was not encountered to a depth of fifteen feet (15.0') during excavation or after the seven-day monitoring period. Lot 7: We encountered in Test Hole three (TH-3) a layer of organics to a depth of one foot (1.0'), underlain with poorly graded gravel and silty sand to a depth of fourteen feet (14.0'). The layer of gravel and silty sand was found to have a percolation rate of<1 minutes per inch. A sieve analysis was taken from this layer and 61% passed a #4 sieve, making this material a sand, and Potter Highlands Phase 3 Proposed Subdivision of Potter Highlands Phase 2, Tract A7 an imported sand filter un-necessary. Based on the percolation rate and the appearance of the soil an application rate of 1 gallon per day/square foot may be used as an application rate. We did not encounter bedrock or impermeable soils in the Test Hole three (TH-3). Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater was not encountered to a depth of fourteen feet (14.0') during excavation or after the seven-day monitoring period. Lot 8: We encountered in Test Hole five (TH-5) a layer of organics to a depth of one foot (1.0'), underlain with well graded to silty gravel to a depth of fifteen feet (15.0'). The layer of well graded to silty gravel was found to have a percolation rate of 4.8 minutes per inch. Based on the percolation rate and the appearance of the soil an application rate of 1.2 gallons per day/ square foot may be used as an application rate. We did not encounter bedrock or impermeable soils in the Test Hole five (TH-5). Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater was not encountered at a depth of fourteen feet (14.0') during excavation and after the seven-day monitoring period. Lot 9: In Test Hole nine-sixty (TH-960) Louis Butera logged a layer of organics to a depth of one and a half feet (1.5'), underlain with sandy gravel to a depth of thirteen feet (13.0'). Under the sandy gravel was a layer of silty sand to a depth of sixteen feet (16.0'), with sandy gravel below that layer to a depth of eighteen feet (18.0'). The layer of sandy gravel was found to have a percolation rate of 1.6 minutes per inch. Based on the percolation rate and the appearance of the soil an application rate of 1.2 gallons per day/square foot may be used as an application rate. Louis Butera did not encounter bedrock or impermeable soils in the Test Hole nine-sixty (TH- 960). Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater was not encountered to a depth of eighteen feet (18.0') during excavation or after the seven day monitoring period. Lot 10: In Test Hole nine-sixty-one (TH-961) Louis Butera logged a layer of organics to a depth of two feet (2.0'), underlain with silty sandy with layers of poorly graded sand to a depth of seventeen and a half feet (17.5'). The layer of SM/SP was found to have a percolation rate of <1 minutes per inch. Based on the percolation rate and the appearance of the soil an application rate of 1 gallons per day/square foot may be used as an application rate without the need for an imported sand filter. Potter Highlands Phase 3 Proposed Subdivision of Potter Highlands Phase 2, Tract A7 Louis Butera did not encounter bedrock or impermeable soils in the Test Hole nine-sixty-one (TH-961). Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater was not encountered to a depth of seventeen and a half feet (17.5') during excavation or after the seven day monitoring period. Lot 11: We encountered in Test Hole two (TH-2) a layer of organics to a depth of one foot (1.0'), underlain with silty sand and gravel to a depth of fifteen feet (15.0'). The layer of silty sand and gravel was found to have a percolation rate of 3.0 minutes per inch. Based on the percolation rate and the appearance of the soil an application rate of 1.2 gallons per day/square foot may be used as an application rate. We did not encounter bedrock or impermeable soils in the Test Hole two (TH-2). Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater was not encountered to a depth of fifteen feet (15.0') during excavation and the hole was dry after the seven-day monitoring period. Lot 12: We encountered in Test Hole four (TH-4) a layer of organics to a depth of one foot (1.0'), underlain with rocky silty sand and poorly graded gravel to a depth of fifteen feet (15.0'). The layer of rocky siltys and poorly graded gravel was found to have a percolation rate of 5.4 minutes per inch. Based on the percolation rate and the appearance of the soil an application rate of 0.8 gallons per day/square foot may be used as an application rate. We did not encounter bedrock or impermeable soils in the Test Hole four (TH-4). Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater was not encountered to a depth of fifteen feet (15.0') during excavation or after the seven-day monitoring period. Lot 13: In Test Hole nine-sixty-nine (TH-969) Louis Butera logged a layer of organics to a depth of one and a half feet (1.5'), underlain with sandy gravel to a depth of eighteen feet (18.0'). The layer of sandy gravel was found to have a percolation rate of 9.4 minutes per inch. Based on the percolation rate and the appearance of the soil an application rate of 0.8 gallons per day/ square foot may be used as an application rate. Louis Butera did not encounter bedrock or impermeable soils in the Test Hole nine-sixty-nine (TH-969). Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater was encountered at a depth of seventeen point eight feet (17.8') during excavation and after the seven day monitoring period. Potter Highlands Phase 3 Proposed Subdivision of Potter Highlands Phase 2, Tract A7 Lot 14: We encountered in Test Hole seven (TH-7) a layer of organics to a depth of one foot (1.0'), underlain with well graded to silty gravel to a depth of fifteen (15.0'). The layer of well graded to silty gravel was found to have a percolation rate of 5.3 minutes per inch. Based on the percolation rate and the appearance of the soil an application rate of 0.8 gallons per day/ square foot may be used as an application rate. We did not encounter bedrock or impermeable soils in the Test Hole seven (TH-7). Permafrost was not encountered in the test pit nor is it suspected in this area. Groundwater was not encountered during excavation, but was encountered at a depth of twelve feet (12.0') after the seven-day monitoring period. Topography The proposed Potter Highlands Phase Ill Subdivision is located in an alpine valley with wetlands on the lower portion. The western portion of the subdivision drops off to the west down the mountainside, with a slope of approximately 25%-30%. The approximately eastern 2/3 of the subdivision are characterized by flat to rolling topography that slopes generally to the south. The septic reserve areas all maintain a minimum 50' separation to slopes greater than 25%. Existing water and wastewater systems The proposed subdivision is located on Potter Highlands Drive, in Anchorage. Potter Highlands Phase II Subdivision and Paradise Valley Subdivision abut this development on the south and north respectively. The existing water supply systems on all the surrounding lots are private wells and have a 100-foot protective radius around them (i.e. a new wastewater disposal system may not be located less than 100 feet from these private water wells.) The wells are far enough back on the lot that their protective well radiuses do not affect the proposed lots. Water Availability This subdivision will be located on the lower portion of a mountain valley on the lower slopes of the surrounding terrain to the east where water is readily available. The surrounding wells are typically between 70 and 210 feet deep. The static water levels range between 35 and 121 feet deep. The existing well flow data that was available showed that the wells with record data could produce approximately at least 2 gallons per minute. Based on the record research and field data we collected, there appears to be adequate water available for the proposed subdivision without affecting the surrounding wells. The wells will be approximately 200 feet deep or less and will likely produce at least 7 gallons a minute. Some Potter Highlands Phase 3 Proposed Subdivision of Potter Highlands Phase 2, Tract A7 surrounding wells produce up to 40gpm. Installing these wells will not affect the production of water wells on the surrounding property. There are Class 'D' wetlands on Potter Highlands Ph II, Tract A-7, that are all shown on the plan. All septic reserve areas maintain over 100' separation to surface water. Engineering Criteria The soils in this area are typically organics underlain by silty gravel and sand. PES conducted a percolation test on the proposed lots and found a percolation rates as shown above, and on the soils logs. The soils encountered in this area are generally well percolating soils (around 5 mpi), slower in the lowest areas as shown on the logs, with some silt content. An application rate of 0.8 gpd/sf to 1.2 gpd/sf should be used for the design of a wastewater disposal system on the proposed lots as shown on the soils logs and in this report. Groundwater was only encountered on one lot at a depth of 17.8'. Site Information For a subdivision, a site plan stamped by an engineer must show specific areas for the septic system based on the observed percolation rate and Title 15.65.180,Table 2. These areas must meet all set back requirements of Title 15.65. According to Table 2, and area of 10,000 sf must be shown for areas with a percolation rate of 1-5 MPI, an area of 12,000 sf must be shown for areas with a percolation rate of 5-12 MPI, and an area of 14,000 sf must be shown for areas with a percolation rate of 12-24 MPI. The attached site plan shows the reserve areas per these requirements. The Municipality of Anchorage (Moa) Regulations (15.65) govern for single-family homes. These regulations require a minimum of four (4) feet vertical separation between the bottom of a soil absorption system and ground water for a conventional wastewater disposal system, six feet Potter Highlands Phase 3 Proposed Subdivision of Potter Highlands Phase 2, Tract A7 (6')to bedrock or other impermeable layers (tight silts and clays with a percolation rate greater than 120 minutes per inch) and must be located greater than 100 feet horizontally from any surface water (Creeks and ponds). Additionally, the accepting soils must have a percolation rate of less than 120 minutes per inch. A lot must have room for a primary and reserve soil absorption system.
